Living in Kelley Estates
The name has two spellings. The county's Thousand Oaks Area Plan calls the unincorporated part Kelly Estates, and the assessor spells the roads Kelly. LAFCo annexation records and the Sheriff's Office use Kelley. Thousand Oaks annexed most of the area in 1986, 1988 and 2015. About two dozen parcels on West Kelly Road, Kelly Knoll Lane, Silas Lane, East Kelly Road and the corner of La Cam and Alice Ann roads are still county land. They are zoned for one-acre lots, and the Sheriff's Thousand Oaks station lists the area among the unincorporated places it serves.
Inside the city, the newer streets came from a few small projects. Most of Helga Court's 13 homes date from 1998 and 1999. Via Siena (Tract 4166) and Tract 5170 on La Cam and Whitegate roads were built in 2001, and Tract 5179 on Edgeview Court followed in 2004 and 2005. Several recorded maps note mineral rights reserved in deeds from the 1950s and '60s by owners named Kelley or Kelly. County fire maps rate the older northern lanes Moderate and the streets to the south High to Very High.
The lay of the land
Quiet lanes of one-acre lots below the Potrero Ridge open space. The county lanes have older homes from the 1950s through the 1980s, and the city side has larger houses from the 1990s and 2000s. City and county zoning both call for one-acre lots here.
Records spell the name two ways. County planning documents and the assessor's street names use "Kelly," while LAFCo annexation records and the Sheriff's Office use "Kelley." Upper Kelly Estates, on the hillside above, is a separate county planning sub-area.
