The short version

Oak Park at a glance

Oak Park is Ventura County's largest unincorporated community, home to about 13,900 people (2020 Census) in the southern valleys of the Simi Hills, in the county's southeast corner. North Ranch in Thousand Oaks lies to the west, Agoura Hills and Westlake Village are across the Los Angeles County line to the south, and public parkland wraps around the north and east. Oak Park has no city hall. The county Board of Supervisors governs it with advice from the Oak Park Municipal Advisory Council, and special districts run the parks, water and sewer.

Nearly all of Oak Park was planned by one developer. Metropolitan Development Corporation opened its first homes in 1967 along a newly extended Kanan Road. When the county turned down its plan for the rest of the land, the company sued. A 1974 court settlement approved a master plan, and in return the company donated more than 1,843 acres for schools, parks, a fire station and open space. Building continued through the 1980s and 1990s, and the county counts Oak Park as built out in 2002, with Pardee's Chambord homes among the last. The result is about two dozen named tracts. They range from 1960s and 1970s streets with no homeowners association to later tracts and townhome communities that have their own associations.

Schools, trails and a few small shopping centers shape daily life. In 1977 residents voted to leave Simi Valley Unified and form the Oak Park Unified School District. About 60 percent of Oak Park's land is public open space, and the Rancho Simi Recreation and Park District runs about 875 acres of it, so many streets end at a trailhead. Wildfire is the main local hazard. CAL FIRE's current maps rate most of the community Very High, the 2018 Woolsey Fire destroyed 16 homes here, and Kanan Road and Lindero Canyon Road are the only main ways in and out.

Fire & safety

Wildfire and emergency readiness

Hazard zones: The 2023 Oak Park Community Wildfire Risk Assessment notes that CAL FIRE's November 2007 map put the entire Oak Park planning area in a Very High Fire Hazard Severity Zone. CAL FIRE's current maps cover state-responsibility land and the local-responsibility map released in March 2025. On those maps, most of Oak Park and the wildland around it is still Very High, while a few blocks on the older valley floor near Kanan Road and Medea Creek are rated High or Moderate. Federal parkland at the north edge has no state rating. Check a specific address on CAL FIRE's Fire Hazard Severity Zone viewer.

Fire history and response: Large fires in the Oak Park area include Simi Hills (1949), Clampitt (September 1970), Dayton Canyon (October 1982), Topanga (2005) and Woolsey (November 8-9, 2018). The Woolsey Fire destroyed 16 Oak Park homes and damaged as many as 100. Most were on the north and east edges, in line with the Santa Ana winds, but embers also reached interior streets. Ventura County Fire Station 36 at 855 Deerhill Rd. is the local station, and LA County Fire provides automatic aid on wildland fires.

Brush clearance: Under the county Fire Hazard Reduction Program, notices go out around April 20, and the clearance deadline is June 1. The usual requirement is 100 feet of clearance around structures and 10 feet along road access. RSRPD and the HOAs maintain fuel clearance along much of the open space edge.

Evacuation: Only Kanan Road and Lindero Canyon Road lead out, both to the south and west. As of the 2023 CWPP, Oak Park had no officially designated evacuation corridors or temporary safe refuge areas. Ventura County does not publish pre-set evacuation zones, so there is no zone number to look up ahead of time. During an incident, the Sheriff's Office of Emergency Services draws the evacuation areas with fire and law agencies. It announces them through VC Alert and at VCEmergency.com, which includes a live incident map.

Alerts: Sign up for VC Alert (free; phone, text, email or TTY, in English and Spanish) at vcalert.org or ready.venturacounty.gov/vc-alert, or by calling (888) 772-4482. Background

History & getting around

  1. c. 5500 BCPeople were living in the area by about this time. It later became part of the inland Chumash homeland.
  2. 1795Rancho Simi was granted to Francisco Javier Pico and his brothers. Lindero ('boundary') Canyon Road follows the grant's western line.
  3. 1960sThe Boyar family's Metropolitan Development Corporation acquired ranchland owned by radio stars Jim and Marian Jordan ('Fibber McGee and Molly').
  4. 1967Kanan Road was extended north from Agoura's Hillrise tract as the only road in. The first homes went up on Kanan Rd., Birchwood, Oakleaf, Pinewood, Tamarind and Satinwood.
  5. 1968The second unit added Maplegrove, Pinion, Bayberry and Smoketree.
  6. 1970A brush fire burned the former Jordan ranch house north of today's high school site. That September the Clampitt Fire burned about 107,000 acres in the region.
  7. 1972In May, Metropolitan Development applied to Ventura County to build out the rest of Oak Park. About 600 homes had been built by then.
  8. 1973The Board of Supervisors denied the application on April 24, citing county guidelines for orderly development and the project's economic effects. The developer sued, arguing that the sewer, water and road systems it had already built gave it the right to finish the community.
  9. 1974A court judgment on December 30 approved the Oak Park Master Plan. The developer donated more than 1,843 acres for a fire station, county building, schools, parks and open space.
  10. 1974-1991The county approved development plans for each of Oak Park's four planning zones. More than half of the community was built or under construction during these years.
  11. 1975The Board of Supervisors created the Oak Park Municipal Advisory Council.
  12. 1977On May 31, voters approved leaving Simi Valley Unified (93 percent yes), which created the Oak Park Unified School District.
  13. 1981Oak Park High School opened. Its first class graduated in 1983.
  14. 1982The Dayton Canyon Fire (Oct. 9) burned 43,097 acres in the Simi Hills area.
  15. 1985Ventura County Fire Station 36 was built on Deerhill Road.
  16. 1993Triunfo Sanitation District bought the developer's Metropolitan Water Company, which became Oak Park Water Service.
  17. 1994In a June election, residents overwhelmingly rejected a ballot measure on annexation to Thousand Oaks or incorporation as a city.
  18. 1996-2002Tract maps for Regency Hills (1996) and Chambord (1998) were recorded, and these were the last tracts built. The county counts Oak Park as built out in 2002.
  19. 1999On January 1, Oak Park got its own ZIP code, 91377, after sharing 91301 with Agoura.
  20. 2018The Woolsey Fire (Nov. 8-9) swept through Oak Park, destroying 16 homes and damaging as many as 100.
  21. 2019Triunfo became the Triunfo Water & Sanitation District and absorbed Oak Park Water Service.
  22. 2020On September 15, the Board of Supervisors adopted the updated Oak Park Area Plan as part of the 2040 General Plan.
  23. 2023The Oak Park Fire Safe Council completed the community's Wildfire Risk Assessment and Community Wildfire Protection Plan.
  24. 2024Athens Services became Oak Park's residential trash hauler on January 1.
  25. 2025In March, CAL FIRE released updated fire hazard severity maps for local-responsibility areas, including Oak Park.

Getting around

Kanan Road is Oak Park's main street and main way out. The four-lane road runs south through Agoura Hills to US-101, about 1.5 miles from Oak Park's southern edge. Heading west, it runs through North Ranch in Thousand Oaks to Westlake Boulevard, which leads south to the 101 or west toward SR-23. Lindero Canyon Road, also four lanes, forms part of the boundary with Thousand Oaks and runs south through Westlake Village to the 101. These two roads carry nearly all traffic in and out and double as the evacuation routes. During the 2018 Woolsey Fire, some residents needed 1.5 to 2.5 hours to cover the 2 to 3 miles to the freeway. For transit, the free Kanan Shuttle serves Oak Park High School, Medea Creek Middle School and streets near Kanan Road on weekdays, with transfers to Metro and LADOT Commuter Express buses at stops near the 101. The City of Thousand Oaks operates it for the county, Agoura Hills, OPUSD and Oak Park County Service Area No. 4, and in 2018 the county added benches and shelters at its Kanan Road stops near the two schools. Check current routes and times before relying on it. The county area plan calls for bus turnouts along Kanan Road and ties a park-and-ride requirement to commercial development at Kanan and Lindero Canyon.

HOAs here

Oak Park was built tract by tract, so whether a home has an HOA depends on the street, and there is no community-wide master association. Local real estate guides report no homeowners association for several areas: the original 1967-1970s Metropolitan Development streets, Chaparral Estates (late 1970s), and Bent Tree, Rolling Hills Estates and Monaco (late 1980s and early 1990s). Most other single-family tracts and the townhome and condominium communities have their own associations.

The Oak Park Fire Safe Council lists these associations: Agoura HOA, Canyon Cove, Capri West, Country Glen, Country Meadows II, Country Village 2, Country Vista, Hillcrest Point, Mae Boyar East, Monte Carlo, Montego, Morrison Estates/Sutton Valley, Regency Hills (Regency/Chambord), Ridgefield Oak Park, Shadow Ridge, Sterling Oaks and Tract 3141. Seven are recognized NFPA Firewise USA communities: Canyon Cove, Country Glen, Country Meadows II, Mae Boyar East, Morrison Sutton Valley, Regency Hills and Tract 3141. Firewise USA caps a single site at 2,500 homes, and Oak Park has about 5,500, so the council works association by association; areas without an HOA can also apply.

The Tract 3141 HOA takes its name from county Tract 3141, recorded in four units in 1983-84. Its streets are Poppyview Dr., Windmill Ln., Quarterhorse Ln., Pheasant Ln., Singletree Ln., Powderhorn Ct., Pala Mesa Dr., Eaglehaven Ln., Falconview Ln. and Cedarbark Ct. Two of the units are Country Meadows phases and the other two make up Country Highlands. The council does not say which units the Tract 3141 HOA covers or which streets belong to Mae Boyar East, so confirm the association for a specific address. The 2023 Community Wildfire Protection Plan notes that defensible space is generally well kept in the HOA areas and along the open space around the community's edge.
