Santa Rosa Valley at a glance
Santa Rosa Valley is an unincorporated farm-and-ranch community in southeastern Ventura County, about five miles long between the Las Posas Hills and the western Simi Hills. The 2020 Census counted 3,312 residents in 1,168 homes. Camarillo lies to the west, Moorpark over the hills to the north and Thousand Oaks at the top of the Norwegian Grade. Addresses read Camarillo 93012, though no city governs the valley.
Most houses sit on an acre or more, and barns, arenas and bridle paths are part of everyday life. Tract maps recorded from 1968 to 1977 laid out the central valley, including the Rancho Santa Rosa units around East Las Posas Road. A 1980s wave added gated enclaves such as Hidden Meadows Estates, Lexington Hills and Camelot Estates, and Toll Brothers began selling its 18-home Santa Rosa Valley Estates in 2025. Camrosa Water District supplies water and most homes use septic systems.
The County of Ventura handles planning, permits and roads. A five-member elected advisory council carries local concerns to the Board of Supervisors; it met for years at the Rancho Santa Rosa clubhouse and now meets at Santa Rosa Technology Magnet School, the valley's public TK–8 campus. A 1995 greenbelt agreement keeps the farmland at the west end out of city annexation. Fire maps put nearly every home in a Very High hazard zone, and neighbors are working toward Firewise USA recognition.

Footprint: this area follows the Santa Rosa Valley Municipal Advisory Council boundary. The County puts it at 4,326 acres, built from the election precincts in the 2024 MAC resolution, with about 1,150 homes. It closely matches the 7.21-square-mile Census CDP. A few unincorporated ranch homes west of the MAC (Worth Way, Hilltop Lane, Gerry Road and Ventavo Road, all Camarillo 93012) sit in the Santa Rosa Valley Greenbelt and the Somis Union elementary district. This page covers them, but they have no neighborhood pages of their own. The City of Camarillo's stretch of Santa Rosa Road and Somis are not included. Tierra Rejada (not included): it has its own 1983 greenbelt, lies in Supervisorial District 4 rather than District 2, uses Moorpark 93021 or Simi Valley 93065 addresses, falls in Moorpark Unified and Conejo Valley Unified rather than PVSD and OUHSD, and lies outside the Santa Rosa Valley MAC. This guide covers it with Moorpark, along with the unincorporated pocket along Hitch Blvd, Ternez Dr, Citrus Dr and Santa Rosa Dr, which has Moorpark addresses and schools. Names not used for neighborhoods: Hill Canyon is not a neighborhood. County address data show no homes on Hill Canyon Road, which leads to Santa Rosa Valley Park and the Conejo Canyons trails, and the Hill Canyon Avenue addresses are inside Thousand Oaks. The Joel McCrea Ranch and the Norwegian Grade are in Thousand Oaks and appear only as nearby landmarks. Neighborhoods and their county tract maps: - Rancho Santa Rosa: Tract 2016 series (1968–69), Tract 2104 (1971–72), the Tract 2412 series (1975–77), including Tract 2412-4 (Rancho Santa Rosa 10), and Tract 3243 (1981). County records do not show the Bridlewood HOA's exact boundary. - Lexington Hills: Tract 2880-8 (June 18, 1982). - Rancho Las Brisas: Tract 3584 (recorded Sept. 2, 1982). - Saddlebrook: Tract 2532 (1977) on eastern Charisma Ct and Tract 2739 (1981) on Glenside Ln, Highridge Ct, western Charisma Ct and the south end of Las Posas Cir. - Wildwood Ranch: Tract 3936 (1986) on Applewood Ln and eastern Sumac Ln. - Westwind Ranch: Tract 3530 (1988) on Chippenham Rd. - Camelot Estates: Tract 4267 (May 5, 1989), including Freeborn Way, Brittany Park Rd, Mott Ct and the western part of Sumac Ln. - Valley Estates: Valley Estates No. 1 (1953) on Barbara Dr. - Santa Rosa Estates: Tract 3200 (1986) on Principe Place, which has sold under the Santa Rosa Estates name. This guide also includes the neighboring Yucca Drive, Buggy Lane and Oatfield Way homes (Tract 4276, 1990) and Churchman Lane (Tract 3953, 1985), which have no community name of their own on record. - Santa Rosa Highlands: Tract 5175 (Dec. 17, 2002), including Orions Flight Way and Southern Cross Ct. - Santa Rosa Valley Estates (Toll Brothers): Tract 5347 (Jan. 2013), south of Santa Rosa Road opposite Glenside Lane. Who represents Santa Rosa Valley
| Local government | Unincorporated Ventura County, so County agencies handle land use, building permits and roads. The Board of Supervisors created the Santa Rosa Valley Municipal Advisory Council on December 9, 2003, and in February 2006 switched it from appointed to elected members. The first elections, on November 7, 2006, filled two of the five seats, and the other three followed in November 2008. The Board widened the council's area on November 6, 2012, and again before the 2024 elections to take in homes the earlier lines had left out. It revised the council's framework on May 14, 2024. The council's area is defined by a list of election precincts (Santa Rosa, Gabbert, Somis and Calleguas). |
|---|---|
| Council | No city council. The Santa Rosa Valley Municipal Advisory Council has five elected residents serving staggered four-year terms. Since early 2024 it has met at 6 p.m. on the third Thursday of odd-numbered months at Santa Rosa Technology Magnet School, 13282 Santa Rosa Rd; the next 2026 meeting is November 19. Before 2024 it met at the Rancho Santa Rosa clubhouse, 11701 E. Las Posas Rd. Agendas and minutes are posted on Supervisor Gorell's advisory-council page. |
| County supervisor | Ventura County Supervisorial District 2: Jeff Gorell, chair of the Board of Supervisors in 2026. First elected in 2022, he won re-election outright in the June 2, 2026 primary with about 53 percent of the vote, so the seat is not on the November ballot. |
| State Assembly | Assembly District 42: Jacqui Irwin (D), first elected 2014. She is term-limited and her term ends December 7, 2026, so the November 3, 2026 election will choose a new member. |
| State Senate | Senate District 27: Henry Stern (D), first elected 2016; current term runs through December 2028. |
| Congress | CA-26: Julia Brownley (D), first elected 2012. She announced on January 8, 2026 that she would not seek re-election, and her term ends January 3, 2027. Jacqui Irwin (D) and Sam Gallucci (R) finished first and second in the June 2 primary and meet on November 3. County GIS keeps the valley in CD-26 under the 2026–2031 congressional map. |

Officeholders are as shown on the Ventura County Clerk-Recorder incumbent list dated October 14, 2026. The November 3, 2026 general election may change some of them: the Assembly District 42 and CA-26 seats are both open, and two of the five advisory-council seats have terms ending in December 2026 (in 2022 those seats were filled by appointment in lieu of an election). Check certified results after the election. County GIS places the whole advisory-council area in Supervisorial District 2, AD 42, SD 27 and CD 26. The neighboring Tierra Rejada Valley is in Supervisorial District 4 (Janice Parvin).
Wildfire and emergency readiness
Fire hazard: CAL FIRE/OSFM maps put nearly every home in the valley in a Very High Fire Hazard Severity Zone. Most neighborhoods, including Rancho Santa Rosa, Presilla Road, Bridlewood, Hidden Meadows, Lexington Hills, Santa Rosa Highlands and Camelot Estates, fall under the State Responsibility Area map that took effect April 1, 2024. The western valley floor falls under the 2025 Local Responsibility Area map, which the Ventura County Fire Protection District adopted in Ordinance 33 (approved May 20, 2025, effective July 1, 2025). Most of that western area is mapped Very High, including Yucca Drive, Las Brisas Drive, Glenside Lane, Charisma Court, Chippenham Road and Principe Place. A smaller pocket around Highridge Court, Duval Road and Breese Drive, plus parts of Barbara Drive, Blanchard Road and Glenside Lane, is mapped High. If a parcel touches more than one zone, VCFD applies the highest zone to the whole parcel. Look up a parcel in the county's 2025 Combined SRA & LRA FHSZ Map Viewer: experience.arcgis.com.
Evacuation zones: the Sheriff's Office of Emergency Services keeps pre-planned evacuation zones, but the county does not offer a standing zone lookup. Its public zone layer stays empty until warnings or orders are issued. During an incident, the affected zones and lists of current warnings and orders appear on VC Emergency (emergency.venturacounty.gov, also reachable at VCEmergency.com). An Evacuation Warning means get ready because danger may be approaching. Anyone who needs extra time, including people moving horses or other large animals, should leave early. An Evacuation Order means leave immediately. The county also issues Shelter-in-Place orders. Its terminology page is emergency.venturacounty.gov. You do not have to wait for an alert to leave if conditions feel unsafe.
Alerts: sign up for VC Alert, the county's free address-based system, at vcalert.org (ready.venturacounty.gov), by calling 888-772-4482 or by emailing vc.alert@ventura.org. Alerts go out by phone, text, email or TTY, in English and Spanish, to registered addresses in the affected area. VCFD also points residents to the nonprofit Watch Duty app for wildfire maps, though it is not run by the county.
Recent fires and outages: the Hill Fire started November 8, 2018 at Hill Canyon Road and Santa Rosa Road. CAL FIRE reports it burned 4,381 acres, destroyed 4 structures and damaged 2. At a 2023 advisory council meeting on Edison power shutoffs, residents said the power was out for 17 hours on Thanksgiving 2021 and 10 hours on Thanksgiving 2022.
Preparedness: a Santa Rosa Valley Firewise committee formed by early 2024 aims to bring all of the valley's roughly 1,150 homes to Firewise USA recognition, neighborhood by neighborhood. Hidden Meadows had finished its risk assessment by March 2025. Advisory council members have also suggested using Santa Rosa Valley Park as a staging area for horses during emergencies.

Santa Rosa Valley bridle trails
A web of neighborhood riding paths, some on HOA easements and county flood-control land. Reopening the Bridlewood basin trail near Santa Rosa Road has been a long-running advisory council item. The nonprofit Santa Rosa Valley Trails, Inc. has asked to use flood-control rights-of-way along Arroyo Santa Rosa.

History & getting around
- Pre-contactA Chumash village called Šumpaši stood beside Conejo Creek in the area.
- 1795Rancho Simi is granted to Santiago Pico. County GIS places the central and eastern valley, including most of today's residential neighborhoods, inside its bounds.
- 1803Rancho El Conejo is granted to José Polanco and Ygnacio Rodríguez, former Santa Barbara Presidio soldiers. The valley's south-central and west-central residential areas lie within it.
- 1834Rancho Las Posas is granted to José Antonio Carrillo. Its southern reach takes in the Las Posas Hills on the valley's northwest side.
- 1837Governor Juan Alvarado grants Rancho Calleguas to José Pedro Ruiz. County GIS places the western valley floor inside it, land that is now mostly greenbelt farmland toward Camarillo.
- 1890Norwegian settlers buy 650 acres along the northern edge of Rancho El Conejo, on the plateau above the valley, and found the Norwegian Colony.
- 1909A survey map of the Santa Rosa Rancho, the part of Rancho El Conejo in the valley and nearby hills, is recorded in April. It divides the land into large lettered parcels, and many later tracts were carved from them.
- 1911Colony members finish the two-mile Norwegian Grade, begun in 1900, linking the valley floor with Thousand Oaks.
- 1933Actor Joel McCrea's ranch house is built at the foot of the Norwegian Grade, at the valley's eastern head. The ranch was listed on the National Register in 1997.
- 1962Camrosa Water District is established on July 24. Its first customers are ranchers taking imported water from the new Calleguas pipeline.
- 1968The central valley's first large tract maps are recorded in November and December, starting a series that runs to 1977. The County also makes its first land purchase for Santa Rosa Valley Park and adds more in 1974.
- 1981–1990A second wave of tract maps lays out many of the estate neighborhoods, among them Hidden Meadows Estates (1981–82), Lexington Hills and Rancho Las Brisas (1982) and Camelot Estates (1989).
- 1983Moorpark, Simi Valley, Thousand Oaks and the County adopt the Tierra Rejada Greenbelt next door.
- 1995Camarillo and the County adopt the Santa Rosa Valley Greenbelt, about 6,100 acres at the valley's western end.
- 2003The Board of Supervisors creates the Santa Rosa Valley Municipal Advisory Council on December 9. Its first elections follow on November 7, 2006.

- 2025The 2025 Local Responsibility Area fire hazard maps take effect July 1. Toll Brothers opens sales at its 18-home Santa Rosa Valley Estates in October.
Getting around
No freeway crosses the valley. Moorpark Road climbs the two-mile Norwegian Grade south into Thousand Oaks and on to US-101, and runs north toward Tierra Rejada Road, SR-23 and Moorpark. Santa Rosa Road heads west into Camarillo and US-101. The ACS 2020–2024 estimate puts the average trip to work at about 32 minutes, with a wide margin of error. The nearest passenger rail is in Camarillo and Moorpark, where both stations are served by Metrolink's Ventura County Line and Amtrak's Pacific Surfliner. Traffic safety on Santa Rosa Road, including signal timing and horses near the road, comes up regularly at advisory council meetings.
HOAs here
The valley mixes association neighborhoods with independent ranch parcels that have no HOA. Associations named in county records: - Rancho Santa Rosa Property Owners' Association. Its clubhouse at 11701 E. Las Posas Rd hosted advisory council meetings until 2024. - Bridlewood Homeowners Association, called the Bridlewood Trails Homeowners Association in a 2023 County Counsel memo about an equestrian trail easement over a county flood-control basin. - Lexington Hills HOA. In 2022 the advisory council backed a new garage on Nightsky Drive only on the condition that the HOA's architectural committee approve it.
Camelot Estates, Hidden Meadows Estates, Lexington Hills, Rancho Las Brisas, Santa Rosa Highlands and Wildwood Ranch are gated neighborhoods with associations, and Toll Brothers' new Santa Rosa Valley Estates is also gated. Several of their tract maps, including Camelot's, show private streets. Dues quoted in recent home sales range from under $100 a month to several hundred dollars a month, so get current figures and rules from the association itself.
Trail access depends partly on HOA easements and county flood-control rights-of-way. Owners also deal with septic limits, groundwater nitrates, County ADU and JADU rules and horse-keeping zoning, which the advisory council takes up regularly.
