Newbury Park
Thousand Oaks' west end, where 1960s ranch streets meet Boney Mountain trailheads

Newbury Park at a glance
Newbury Park is the west end of Thousand Oaks rather than a city of its own. Its 91320 ZIP code covers close to 40 percent of the city's land, from Lynn Road west to the top of the Conejo Grade and south to Boney Mountain. The name honors Egbert Starr Newbury, who opened the valley's first post office in 1875. The 2020 Census counted 44,462 people in the ZIP.
The homes went up in waves: Casa Conejo in 1960, ranch-house streets along Borchard and Reino roads through the 1960s and '70s, gated hillside communities such as Rancho Conejo Village in the 1990s, and Dos Vientos, approved in 1988 and built from 1997 on. Casa Conejo, upper Ventu Park and a few Kelley Estates pockets are still county land. Amgen's headquarters anchors the business district north of US 101.
Open space surrounds the neighborhoods, from Rancho Sierra Vista/Satwiwa and Point Mugu State Park to a chain of Conejo Open Space Conservation Agency preserves. That edge also brings wildfire risk. Much of it is mapped Very High hazard, and during the 2018 Hill and Woolsey fires most of Newbury Park was evacuated for two to three days. On Nov. 3, 2026, Council Districts 1 and 2 elect their first district council members.

Wildfire and emergency readiness
Hazard zones: - CAL FIRE's Local Responsibility Area map, released March 24, 2025 and shown on the city's GIS, rates much of Newbury Park's hillside edge Very High. That includes Dos Vientos, Rancho Conejo Village, OakRidge Estates, Deer Ridge, Potrero Valley, Arbor Hills and most of Lynn Oaks. - Some streets at the edges of those neighborhoods are rated High or Moderate instead. Flatter central tracts, including most of Casa Conejo, fall outside the mapped zones, though the Casa Conejo blocks nearest US 101 are rated Moderate to Very High. - Unincorporated upper Ventu Park is in the State Responsibility Area and is rated Very High. - Ratings change from block to block. Check an address on the state's Fire Hazard Severity Zone viewer (osfm.fire.ca.gov) or on the city or county GIS.
Evacuation zones: - Ventura County does not publish pre-set evacuation zones, so there is no zone number to look up ahead of time. Genasys Protect, the zone map neighboring Los Angeles County uses, does not cover Newbury Park. - When an incident begins, the Sheriff's Office of Emergency Services and the incident commander draw evacuation areas for that event. Those areas are named in alerts and posted, along with temporary evacuation points, on VCEmergency (emergency.venturacounty.gov) and its incident dashboard.
Alerts: - Register for VC Alert, the county's free notification system, at vcalert.org or ready.venturacounty.gov (888-772-4482). It sends warnings by phone, text and email in English and Spanish to the addresses you register. - Warnings also arrive through Wireless Emergency Alerts, broadcast Emergency Alert System messages, and door-to-door notice from public safety crews. - SCE may cut power to some circuits during Santa Ana wind events (Public Safety Power Shutoffs). - For preparation advice, see the fire department's Ready, Set, Go! page: fire.venturacounty.gov
Fire service: Ventura County Fire Department, from Station 32 (830 Reino Rd.) and Station 35 (751 Mitchell Rd.).
Fire history (CAL FIRE perimeter records): - 1955 Ventu Park Fire: about 14,000 acres. - 1980 Hill Canyon Fire: about 12,000 acres. - 1993 Green Meadows Fire: about 38,500 acres. - 2013 Springs Fire: about 24,000 acres in the hills around town; no structures in Newbury Park were lost. - 2018 Hill Fire (Nov. 8): about 4,381 acres, with 4 structures destroyed and 2 damaged. It started in Santa Rosa Valley about 20 minutes before the Woolsey Fire, and most of Newbury Park was evacuated for two to three days.

HOAs here
Newbury Park has no community-wide HOA. Whether a home has one depends on its tract. - Most older tracts have none, including Casa Conejo, Dutch Haven and Lynn Oaks (1960s–1970s). Deer Ridge, from the 1980s, also has no HOA. - Gated communities and nearly all tracts built since the mid-1980s do have one.
Dos Vientos: - Two master associations: Dos Vientos Ranch Community Association (west) and DV Ranch East Master Association, both managed by The Emmons Company. - Many tracts also have a sub-association, among them Aldea, Estancia, Haciendas, Palermo and Sedona.
The City of Thousand Oaks keeps a public map of homeowners associations that lists tract numbers and management companies. Newbury Park entries include: - Rancho Conejo Village HOA - Casas de la Senda HOA - OakRidge Estates Community Association - Conejo Creek HOA - Kelly Park HOA - Marlborough Hills HOA - Newbury Hills I and II - Rosewood HOA - Los Robles Estates HOA
Management companies that appear often include Gold Coast Association Management, The Emmons Company, Community Property Management, PMP Management and Lordon Management. The city map lists the Running Springs and Monticello associations as disbanded.
Manufactured-home communities include Vallecito Mobile Estates and, near Ventu Park Road, Ventu Estates, Ventu Park Villas and Elms Plaza.
Dues and rules vary widely. Confirm them in each association's disclosure packet.
