Westlake Village at a glance

Westlake Village began as one master plan, drawn up in the 1960s for the old Russell ranch around a new man-made lake, but the Los Angeles–Ventura county line runs straight through it. The Los Angeles County third incorporated as the City of Westlake Village in 1981. The rest, including North Ranch, joined Thousand Oaks in stages between 1966 and 1972 and still uses Westlake Village addresses in ZIP codes 91361 and 91362.

Which side of the line you live on decides who provides everyday services. The city has about 8,200 residents and is part of Las Virgenes Unified. It contracts with the Los Angeles County Sheriff's and Fire departments, gets its water from the Las Virgenes Municipal Water District and runs seven parks of its own. City Hall and the library sit side by side on Oak Crest Drive. On the Thousand Oaks side, homes are in Conejo Valley Unified, which runs Westlake High. The Thousand Oaks Police Department and Ventura County Fire answer calls, and the Conejo Recreation and Park District runs the neighborhood parks. The lake itself is private and is not part of either park system.

Neighborhoods range from the greenbelt-laced First Neighborhood and the family tracts of Foxmoor, Village Homes and Westlake Hills (late 1960s and 1970s) to lakefront enclaves with private docks, such as Westlake Island and Windward Shores. Three Springs filled in during the late 1980s, Westlake Trails and Parkwood Estates climb the southern hills, and North Ranch spreads across the northern foothills around its country club. Open space surrounds much of Westlake, so a trailhead is rarely far away. Neither is the need to prepare for wildfire.

Two jurisdictions share the Westlake name. The City of Westlake Village, in Los Angeles County, covers about 5.5 square miles on the eastern third of the original master plan. Its ZIP codes are 91361 and 91362, and PO boxes use 91359. The larger western and northern parts are in the City of Thousand Oaks in Ventura County, but they keep Westlake Village mailing addresses. Ventura County's recorded annexations show Thousand Oaks bringing in that side in separate pieces from 1966 through 1969. They include Annexations 21, 22 and 23 in 1967 (Westlake Hills, the Thousand Oaks shore of the lake and Foxmoor) and the Westlake Hillside additions of 1968–69. North Ranch followed as Annexation No. 63 (about 3,807 acres) on Dec. 26, 1972, and the North Pointe area came in with the 1969 Lang Ranch Addition. The city's history page and Wikipedia summarize this as two annexations in 1968 and 1972 totaling 8,544 acres. That summary does not match the county's recorded annexations, so ConejoLife follows the county records. Neighborhoods are assigned to a city using Los Angeles County and Ventura County boundary maps. (1) Three Springs is inside the City of Westlake Village. It forms the city's Landscaping District Zone 4 and is in LVUSD. (2) Westlake Island straddles the county line, with about 180 homes in Thousand Oaks and about 140 in the city, and is listed with the Thousand Oaks neighborhoods. Lakeshore and Southshore (The Shores) are in the city. Westshore, Windward Shores, Westlake Bay, Northshore, Village Green, Village Glen, Stoneybrook and Triunfo West are in Thousand Oaks. (3) "Southshore" names two places: Southshore (The Shores), on the lake in the city, and Southshore Hills, a 1970s hillside neighborhood in Thousand Oaks. (4) North Pointe and Signature Collection sit near the top of North Westlake Blvd by Lang Ranch, and the Thousand Oaks Council District 3/District 4 line runs through them. They are covered here because they are marketed as Westlake Village. (5) North Shore and The Meadows at Lake Sherwood are in unincorporated Lake Sherwood, outside both cities, and are covered with Lake Sherwood. Bridgehaven, nearby, is inside Thousand Oaks and is covered here. (6) Foxmoor is the parent of Foxmoor Cove, Foxmoor Glen and Foxmoor Hills. Southridge Trails is the upper section of Westlake Trails. Sycamore Canyon Estates, a separate gated subdivision in the city's far western corner off Westlake Blvd, adjoins Three Springs and has its own page. (7) Westlake Country Estates, a gated enclave on Country Ranch Road (LA County Tracts 33872 and 34432), uses Westlake Village 91361 addresses but is in unincorporated Los Angeles County, outside the city. (8) "Westlake Highlands" is only a small homeowners association (Tract 5487, about 4 acres) north of Westlake Hills. "Lakeview Canyon" is a road. Neither has its own neighborhood page. Homes sold under the "Tiffany Oaks" name are in Oak Park and Agoura Hills. (9) Population and area figures cover only the City of Westlake Village. The Thousand Oaks side has no separate official count, and the 2020 Census ZIP-code (ZCTA) totals (91361: 20,262; 91362: 35,803) take in areas well beyond Westlake.

The City of Westlake Village is part of Las Virgenes Unified. The city lists three LVUSD schools as its local public schools: White Oak Elementary (31761 Village School Rd., in the city), Lindero Canyon Middle and Agoura High (both in Agoura Hills). Some city addresses north of US-101 may attend a different LVUSD elementary, so check the district locator. Public schools near the Thousand Oaks side include Westlake Elementary, Westlake Hills Elementary, Colina Middle and Westlake High. Homes along upper North Westlake Blvd are nearer Ladera Elementary and Los Cerritos Middle. The county line splits Westlake Island between the two districts. Oaks Christian School (31749 La Tienda Dr., founded 2000) is a private TK–12 school in the city. School attendance follows district boundaries, not mailing addresses, so check any specific address with that district's locator.

Officeholders are current as of October 2026. The Nov. 3, 2026 election may change some of them: the 42nd Assembly District, the 24th State Senate District, the 26th Congressional District and the Thousand Oaks District 3 council seat are all on the ballot. Westlake Village's own Nov. 3, 2026 council election was not held. Only three candidates filed for the three open seats, so on Aug. 19, 2026 the council appointed Susan McSweeney, Brad Halpern and Ray Pearl to four-year terms that begin at the council's Dec. 9, 2026 reorganization meeting. Mayor and mayor pro tem titles in both cities can change at December reorganizations. Thousand Oaks adopted district elections (Ordinance 1715-NS) on July 18, 2023. Districts 4 and 5 were elected in 2024, and Districts 1–3 are elected in 2026. Thousand Oaks district lookup: gis.toaks.gov. Both county supervisors won outright in the June 2, 2026 primary, so neither seat is on the November ballot. District assignments follow Los Angeles County and Ventura County boundary maps.

Fire & safety

Wildfire and emergency readiness

Westlake spans two counties, so it has two sets of emergency systems.

City of Westlake Village (Los Angeles County): Los Angeles County Fire Station 144 on Foxfield Drive covers the city. In March 2025 the state updated Los Angeles County's Local Responsibility Area fire hazard maps, which put some city neighborhoods in moderate, high or very high zones. Check any address with the Office of the State Fire Marshal's FHSZ viewer (osfm.fire.ca.gov). Evacuations are called by zone through Genasys Protect, and city zone IDs begin with "WLV-" (for example, WLV-C201). Look up your zone at protect.genasys.com (the city's "Know Your Zone" link) and keep a note of it. Sign up for the city's Blackboard Connect alerts at westlakevillage.bbcportal.com. The city publishes a Community Wildfire Protection Plan and annual weed-abatement and brush-clearance rules. It is also running an AB 747 evacuation analysis that studies corridors including Lindero Canyon Road and US-101; the results will go into the Hazards chapter of its General Plan.

Thousand Oaks side (Ventura County): the Ventura County Fire Department responds, including from Station 37 in North Ranch, which opened in 2001. Register for VC Alert, the county's free notification system (English and Spanish, by phone, text, email or TTY), at ready.venturacounty.gov/vc-alert, by emailing vc.alert@ventura.org or by calling 888-772-4482. Evacuation warnings and orders go out through VC Alert, door-to-door notice, Wireless Emergency Alerts and broadcast media, and temporary evacuation points are posted on VCemergency.com. Keep your VC Alert registration current and follow VCemergency.com's incident map during a fire. Hillside streets in Westlake and North Ranch and homes along the COSCA open space border wildland. Check the state FHSZ maps and the Ventura County Fire Department's Ready, Set, Go! guidance on defensible space.

The November 2018 Woolsey Fire affected the community, and the city links an after-action report on the fire from its emergency page. For current incidents, check the city's alert page, Genasys Protect and VCemergency.com.

Getting around

US-101 (the Ventura Freeway) runs east-west through Westlake. It has interchanges at Westlake Boulevard and Lindero Canyon Road, with Hampshire Road just to the west and Kanan Road just to the east in Agoura Hills. South of the freeway, Westlake Boulevard doubles as State Route 23 and winds over the Santa Monica Mountains toward Malibu and Pacific Coast Highway. Downtown Los Angeles is roughly 40 miles east by freeway. The ocean is less than 10 miles away in a straight line, but the mountain roads make the drive longer. LA Metro Line 161 serves the City of Westlake Village, and Thousand Oaks Transit runs local routes on the Thousand Oaks side. The city also operates a Dial-A-Ride service for seniors and riders with disabilities. For commuter rail, residents drive to a station on Metrolink's Ventura County Line, such as Moorpark or Simi Valley.

HOAs here

Most Westlake neighborhoods, on both sides of the county line, have their own homeowners or property owners association with recorded CC&Rs and architectural review, a legacy of the original master plan. There is no single communitywide HOA. Obligations range from no regular dues (Foxmoor Glen and Foxmoor Cove) or voluntary dues (Westlake Hills) to several hundred dollars a month in gated and townhome communities. Westlake Lake is private: lake access, docks and boating come with lake-rights properties and resident permits. Many associations hire management firms. The First Neighborhood POA lists The Emmons Company, and Thousand Oaks' HOA map also shows Emmons for associations such as the Westlake Ranch POA, Island Forest POA and Lakeshore HOA. The same map lists Community Property Management for others, including Westlake Bay and Westlake Triunfo Canyon. Westlake Island's association website is run by PMP Management. For the Thousand Oaks side, the city's HOA map shows association boundaries and management companies. In the City of Westlake Village, a landscaping assessment district maintains the arterial medians and parkways (Zone 1) and the neighborhood medians in the First Neighborhood (Zone 2), Lakeshore (Zone 3) and Three Springs (Zone 4). HOA dues on the neighborhood pages are approximate 2026 figures; confirm them with the association or in escrow documents.
