The Westlake Village partnership of American-Hawaiian Steamship Company and Prudential Insurance recorded it as Tract 2214 in February 1972. County building records on file date the homes to 1973.

About Windward Circle
The lots are compact, about 3,100 to 7,100 square feet. The houses are two-story plans of mostly about 1,950 to 2,450 square feet. Most lots back onto the lake. Eight of the map's 34 lots were kept free of houses for landscaping and lake maintenance.

Windward Shores is a lakeside enclave of about 100 homes on Windward, Topsail and Leeward circles. It sits off East Triunfo Canyon Road at the southwest corner of Westlake Lake, on the Thousand Oaks side of the county line. The Westlake Village partnership of American-Hawaiian Steamship and Prudential Insurance mapped it in 1972 and 1974, and most of the homes were finished between 1973 and 1976.
